VACANCY

On March 19, 2026, a vacancy was created on the Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) Board of Directors. This Notice establishes the procedure for application by interested individuals and identifies the basic minimum criteria for a successful applicant.

SSCAFCA is an independent corporate political body with an elected board entrusted with flood and storm water control. Established by New Mexico Statute Section 72-19-1 through 72-19-103 in 1990. We acquire, improve, maintain and operate flood and storm water control facilities on streams and watersheds that enter, originate in or cross our area of authority.

The SSCAFCA jurisdiction is bound by the Rio Grande on the East, the Sandoval County Line to the South, the Rio Puerco Watershed boundary to the West and NM 550 to the North. For a detailed map of our jurisdiction, please visit the SSCAFCA website, www.sscafca.org.

MINIMUM REQUIREMENTS

The vacant Board Position has a term that extends through December 31, 2029. To be considered an eligible candidate for the Board of Directors, an applicant must:

  1. Have their primary residence within the boundaries of the SSCAFCA
  2. Be able to attend a minimum of 9 Board Meetings annually, currently held on the Third Thursday of Each Month (See Resolution 2026-01).
  3. Be able to establish that the applicant does not have a Conflict of Interest, pursuant to Section 72-19-18 NMSA 1978, regarding any interest or contractual obligation with
  4. Be able to take and subscribe an oath that they will support the Constitution of the United States and the constitution and laws of New Mexico and that they will faithfully and impartially discharge the duties of the office to the best of their ability.

PROCEDURES FOR SELECTION AND RECOMMENDATION

Pursuant to Section 72-19-12 NMSA 1978, upon a vacancy occurring in the board, the Governor shall appoint a qualified elector of the Authority as successor to serve the unexpired term.

  1. All interested applicants should submit a short (one or two paragraphs) biography and a Letter of Interest briefly describing why they are interested in being on the SSCAFCA Board of Directors. The applicant should submit these items to David Gatterman, Executive Engineer, SSCAFCA at dgatterman@sscafca.com with the subject line of the email saying, “VACANT BOARD OF DIRECTORS POSITION APPLICATION”. After receipt of your application, you will receive an email acknowledging receipt.  If you do not, please contact SSCAFCA at 505-892-7246.
  2. The short biography and Letter of Interest should be received at the SSCAFCA Office NO LATER THAN APRIL 18, 2026.
  3. Candidates selected for an interview will be interviewed by the full SSCAFCA Board of Directors at the regularly scheduled Board meeting on May 21, 2026. The Board meeting begins at 9:00AM. Interviews will be an agenda item at the end of the regular agenda.

Following completion of the Board Meeting, the full Board of Directors will submit the name(s) of the recommended candidates to the Office of Governor Lujan-Grisham for her appointment of a successor to fill the vacant position to serve the remaining unexpired term.
